Customs Clearance
Port Klang.

Westport, Northport, KLIA. K1, K2, K8, K9 — filed within hours of receiving complete documents. JKDM-licensed brokers, MyCIEDS-integrated, IMDG-rated for dangerous goods.

JKDM Licensed MyCIEDS Integrated IMDG-Rated 99%+ Doc Compliance

Customs clearance is where most shipments get stuck. Wrong HS code, missing permit, SST exposure your accountant didn't know about — and your container sits at Westport racking up demurrage. DNE has filed over 1,000 declarations a month through Port Klang since 1999. We make the friction your supplier created disappear.

Import and export customs clearance at Port Klang and KLIA is filed under the Royal Malaysian Customs Department (JKDM) using the K1, K2, K8, and K9 declaration forms — submitted electronically through MyCIEDS / uCustoms. DNE is a licensed customs broker (Co. Reg. 538624-W) with brokers on staff who have cleared every category of cargo through Port Klang's terminals.

What we file, and when

Customs declarations are not generic. Each cargo movement requires the right form, the right HS code classification, and the right supporting documents. We handle all four major declaration types every working day:

SST compliance, built in

Since 1 July 2025, Malaysia's Sales and Service Tax expansion has brought approximately 4,800 new goods into the 5% or 10% SST net. Every import declaration must now reflect the correct SST category — and Schedule C exemptions (for raw materials, packaging, and certain components used in registered manufacturing) require pre-approved applications.

DNE handles SST exposure on every declaration:

See our complete guide on SST on imports: how it applies (2026) and the step-by-step duty + SST calculation with worked HS codes for the full methodology.

Why DNE clears faster than most

01 / Documentation discipline
99%+ compliance rate
Documentation accuracy compounds. One typo in an HS code or shipper's address triggers a customs query that delays release by a day — and a day at Port Klang is a day in demurrage. Our internal accuracy rate exceeds 99%, audited monthly.
02 / MyCIEDS / uCustoms integration
Pre-arrival declaration
We file declarations before vessel arrival when documents are complete, so customs assessment happens while your container is still at sea. By the time it lands at Westport, release is hours away — not days.
03 / Permit handling
MITI AP, SIRIM, MAQIS, DCA
Restricted goods need agency permits. We handle MITI Approved Permits, SIRIM Standards approval, MAQIS quarantine permits, DCA medical device permits, and other regulated-goods requirements. See our import permit guide for the full breakdown.
04 / Dangerous goods, every class
All 9 IMDG classes
Lithium batteries (Class 9), flammable liquids (Class 3), corrosives (Class 8), paints, aerosols, fertilizers — we file the DG declarations and coordinate with the port's dangerous-goods handlers. Documentation, MSDS, and packing-list checks all happen pre-arrival.

How customs clearance flows

Standard cargo with complete documents clears in 24-48 hours from declaration filing. The 3-5 day free storage window at Port Klang gives us comfortable margin to release before demurrage starts.

1. Pre-arrival document review

The moment we receive your Bill of Lading, commercial invoice, packing list, and Certificate of Origin, we review every line. HS codes are verified against the AHTN tariff. SST exposure is computed. Permit requirements are flagged. If anything is missing, we tell you 5-7 days before the vessel arrives — not when the cargo is sitting on the wharf.

2. K1 declaration filed via MyCIEDS

For most importers, K1 declaration is filed 24-48 hours before vessel berthing. The declaration goes to JKDM through MyCIEDS / uCustoms electronically. We pay the duty, SST, and customs charges on your behalf via our agent account, then invoice you with full documentation.

3. Customs assessment and release

Most declarations clear at the green-lane (no exam) or yellow-lane (document check) level — typically within hours of filing. Red-lane (physical inspection) cargo takes longer; we coordinate the inspection slot directly with the customs officer assigned to your declaration.

4. Container release and haulage

Once customs releases the cargo, we coordinate with the terminal (Westport or Northport) for container release, then our own GPS-tracked haulage fleet collects the container and delivers to your destination — typically same-day or next-day for Selangor and Klang Valley.

5. Post-clearance documentation

Your release order, customs duty receipts, SST payment evidence, and final itemised invoice are uploaded to the WizForwarding portal the same day. The invoice is LHDN-compliant e-invoice from day one, ready for your MyInvois system.

IMDG dangerous goods, MITI AP-required items, SIRIM-controlled electrical goods, MAQIS-controlled food and plant products. Full agency liaison + clearance.

Westport vs Northport — does the terminal matter?

From a customs clearance perspective, no — JKDM clears containers identically at both Westport and Northport. The difference is operational: Westport handles deeper-draft vessels and faster productivity, so most main-line carriers berth there. Northport handles a major share of conventional cargo, smaller liners, dry bulk, and certain specialised services. DNE clears containers at both terminals routinely. What customs clearance costs

DNE quotes customs clearance itemised — broker fee, declaration fee, port handling, customs duty, SST, and any disbursements (DG fees, inspection charges). Typical clearance fees for a single FCL declaration at Port Klang range RM 350-800 in broker + handling depending on cargo complexity and permit requirements. Duty and SST depend entirely on cargo HS code and value.

FAQ

Questions before you ship.

How long does customs clearance take at Port Klang?

For straightforward shipments with complete documentation, DNE typically files K1 declarations within 2-4 hours of receiving documents, with customs release in 24-48 hours. This is well inside the 3-5 day free storage window at Port Klang, so demurrage is avoided. Dangerous goods, permit-controlled items, and physical-inspection (red-lane) cargo take longer; we flag these upfront in the quote.

Is DNE a licensed customs broker?

Yes. DNE Forwarding (M) Sdn Bhd (Co. Reg. 538624-W) is a licensed forwarding agent / customs broker under the Royal Malaysian Customs Department (JKDM). We file declarations directly through MyCIEDS / uCustoms.

Do you handle SST on imports?

Yes — every K1 declaration we file includes the correct SST classification (zero, 5%, or 10%), Schedule C exemption applications where eligible, and FTA preferential-duty claims (RCEP, ACFTA, AANZFTA, CPTPP, etc.) to minimise duty exposure. We file LHDN-compliant e-invoices reflecting all SST charges.

Can you handle MITI Approved Permits and other restricted-goods permits?

Yes. We handle MITI Approved Permits (AP), SIRIM standards approval, MAQIS quarantine permits, DCA medical device permits, and most other regulated-goods agencies. Lead time depends on the agency; we coordinate the permit application timing with your shipment schedule.

What documents do I need to send DNE for customs clearance?

Minimum: Bill of Lading (or Air Waybill), commercial invoice, and packing list. For preferential FTA duty, add the Certificate of Origin. For dangerous goods, add the MSDS and DG declaration. For permit-controlled items, the relevant agency permit must already be in place or in progress.

What happens if customs flags my shipment for inspection?

Approximately 5-10% of declarations are selected for physical inspection (red-lane) by JKDM. If your container is flagged, we coordinate the inspection slot with the assigned customs officer, attend the inspection on your behalf, and handle any post-inspection documentation. Inspection typically adds 1-3 days to clearance time.
